- I have developed continuing education proposals and programs, and have conducted workshops, presented seminars, and delivered courses, mostly in various aspects of public management, including quality management and government ethics but, also, in American politics and political theory. Places where these activities have taken place include Riga (Latvia), Spertus College of Judaica (Chicago), West Side Veterans Administration Hospital (Chicago), Quad-Cities (Illinois) Graduate Center, and the Chicago Transit Authority (CTA). Also, at the University of Illinois at Chicago, I delivered one-day seminars"American Public Administration and Ethics"to delegations of public managers and executives from Beijing.
